VILLA RICA, Ga. — Police in Georgia are apologizing after shutting down an illegal retail operation.
It was a cookie stand run by Girl Scouts. The troop had set up the stand on a sidewalk in a small town just outside Atlanta.
A police officer walked up to the girls and their adult troop leaders and asked them if they had the proper permits. They didn't.
