DETROIT — Detroit Police Chief Ralph Godbee Jr. said he's launching an investigation into whether proper procedure was followed after a suspect who claimed to have shot two people to death had to turn himself in twice before Detroit police arrested him.

According to police, the 36-year-old suspect went to a local Detroit fire station at 3:20 a.m. Saturday to tell authorities that he had been involved in a shooting hours earlier, about 1:30 a.m. at a home in the 16000 block of Inverness.
