Kansas: In the first 24 hours Wichita police had Tasers, they used them three times -- once on a "deranged" man who charged officers with two butcher knives early Thursday afternoon, once on a man at a rap concert at the Cotillion, and once on a man who charged officers in the backyard of his home early Friday morning.
