Robert C. Walker
Community Moderator

As PoliceOne community moderator, Robert (Bob) Walker is responsible for ensuring that the PoliceOne chat room and forum are well managed and provide a constructive environment for the exchange of information among Law Enforcement officers. He is also available to assist PoliceOne members in becoming familiar with the site and resources it offers. Mr. Walker began his career in law enforcement in 1956 with the State of Maryland Department of Corrections and worked through the ranks to the position of Lieutenant. He embarked on a career with the Federal Government in 1964 where he served as a Federal Agent with the U.S. Border Patrol, U.S. Customs Agency and the U.S. Drug Enforcement Administration. During most of his federal career he was assigned to offices near the U.S./Mexican border in Southern California and worked extensively in Mexico, South America and the Caribbean. He retired in 1986 from DEA as the Agent in Charge of the Columbia, SC office.

In 1992 Mr. Walker took a position in the Office of Internal Affairs with the South Carolina Department of Corrections. In 1995 he became the Agency’s first Security Threat Group (gangs) Coordinator and was responsible for all aspects of the development of the program to include the computer tracking system and the identification of STG groups and their members as well as for the development of the department’s gang identification training program. Mr. Walker also trained personnel at the SCDC academy and the 32 corrections facilities located throughout the state. He retired from this position in August 1998 and today is a Criminal Justice Consultant, specializing in gang identification training and expert witness court testimony.

Since 1995 Mr. Walker has presented STG training classes to educators and city, county, state, and federal law enforcement personnel throughout South Carolina. He has also given presentations to major conferences and groups in the states of Arkansas, Missouri, and North Carolina; the Illinois Department of Probation; the Idaho, North Carolina and Ohio Departments of Corrections; Federal Bureau of Prisons facilities in Texas and Virginia, The American Jail Association, and the National Major Gang Task Force. As an expert witness he has testified in capital murder and attempted murder trials involving gang activity in the state courts of South Carolina, Florida, Georgia, North Carolina, Virginia, and Texas. He has also provided expertise in gang related cases in the states of Ohio, Texas, and West Virginia.

Mr. Walker is a former advisory board member of the National Major Gang Task Force and he has served as the only non active law enforcement member of the South Carolina Attorney General’s Statewide Gang Task Force.

Mr. Walker has appeared as a guest panelist or has given interviews on Court TV, The Michael Reagan Radio Talk Show, Jamaican Radio, the Canadian Broadcasting System, the British Broadcasting system, Fox Television National News, plus numerous other written media and major newspapers. Mr. Walker is a native of Virginia and attended Randolph-Macon College in Ashland, Virginia.
