Video: Drunk, cuffed man dragged by officers

Cops say he threw punches, but a woman who saw it says he should have been treated like a patient, not a suspect

Indianapolis — IMPD is investigating police action after a south side woman captured video of an arrest from over the weekend. In the video, a handcuffed man is being dragged by police officers.

Witnesses said 19-year-old Max Harper was cuffed and then dragged backwards down a flight of stairs. They said Harper was also dropped a few times on the way down. He was arrested at the Tuscan Pointe apartments off Southport Road after allegedly injuring two paramedics and trying to punch a police officer.

Harper's neighbors didn't see him put up a fight, though. His dad also said he doesn’t believe Harper would resist arrest.
