Investigative Case Action Plan (ICAP) in Sexual Assault Investigations

When being assigned to a sexual assault investigation the law enforcement investigator should begin the assignment by creating an Investigative Case Action Plan (ICAP). An ICAP is an outline of how the investigator will approach the investigation, the tasks he/she will perform, the order of who will be interviewed, the examination, evaluation, and analyzation of evidence, criminal history of the victim, witness, and perpetrator, etc. All of these tasks need to be documented by the investigator so he/she has a check and balance list which will assist in pursuing if a crime did or didn’t take place. Bias in Sexual Assault Investigations

In a sexual assault investigation the law enforcement investigator’s mental approach should always be neutral without biases. If bias is detected by any of the parties involved then the investigators credibility as a law enforcement officer will be questioned. If the credibility and reliability of the investigation is questionable then a sexual offender may be released back into the community and/or an innocent person can be sent to jail/prison for a crime he/she didn’t commit.
