Fla. doesn't extradite, cop is fatally shot |

CLEVELAND — Nine years ago, Detective Robert Clark was fatally shot by a fugitive who, hours earlier, had been in an Ohio jail.

A fugitive who had to be let go, because Florida wouldn't pick him up.
 "They should have extradited — there was no excuse," said Clark's father.

"It's just hard to understand. ... You get really disillusioned the more you learn"
