Report says suspect pursuits yield high bystander fatalities

USA Today reports that bystanders account for one-third of those killed in high-speed suspect chases. These statistics have several cities around the nation wrestling with whether to restrict pursuits only to suspects in violent crimes.

Although chases are dangerous, police say that offenders will do even greater harm if they're allowed to flee and escape ... Will restrictive policies help?
