Conn. man gets prison for chase, theft of cruiser

NEW HAVEN, Conn. — A man who led police on a chase in a stolen police car and while out on bail drew gunfire from an officer when he reached for a gun was sentenced to nine years in prison Wednesday.

Accepting the terms of a May plea agreement, Superior Court Judge Earl B. Richards gave Richard Massenburg, 27, the agreed-upon 15 years in prison with nine to serve. He will then be on probation for five years.

At a brief hearing at the courthouse at 121 Elm. St., Massenburg initially declined to speak when the judge asked whether he had anything to say before he imposed sentence. But after a whispered conversation with his attorney, Massenburg said, “I’m sorry for the whole situation.”

In court, prosecutor Jack Doyle described Massenburg as a “dangerous” man based on his history, and afterward called the prison term fair.

“He has prior convictions for drugs, guns, assaults, the whole bit,” Doyle said in the courthouse lobby. “I think nine years was an appropriate, just sentence based on the violent history he has.”

The felon was one of New Haven’s most wanted men last September when, while fleeing police on foot, he jumped into an unoccupied squad car and sped off, briefly dragging one officer, before ramming a second police car.

He took off on foot again and eluded police. Police captured him a week later.

He was out on bail and armed in February when he had another encounter with police. This time, police went to the County Street area on a report of a man selling drugs and threatening residents.

He ran when he saw police, hopped a fence and encountered Lt. Tony Duff. A handgun fell from Massenburg’s waistband as he started to run again and Duff fired his weapon at Massenburg when the suspect tried to pick up the weapon despite repeated orders not to do so.

Massenburg was not struck. He has been jailed since then in lieu of $1 million bail.
