Video: Controversial Ill. arrest video shown
Shows an officer hitting a handcuffed woman in the neck with a TASER after she refused to sit down in a booking room

SOUTH BELOIT, Il. - The city of South Beloit has released a 2008 arrest video that sparked an ongoing criminal investigation. The release to the Register Star today came after a recent determination by the Illinois attorney general’s office that the city did not have grounds to keep it from the public.
The video shows Sgt. Brad McCaslin applying a Taser gun twice to the back of an arrested and handcuffed woman’s neck after she refused to sit down in the booking room.
Minutes later, then interim police Chief Tom Fearn entered the room, grabbed the still-handcuffed woman by the throat and shook her by the neck several times while forcing her onto her back on the bench.
