(SAN DIEGO) -- Police beanbags and pepper balls brought a man to his knees in the ocean off Pacific Beach yesterday after he held off officers with a knife for 90 minutes, authorities said. The man had been jumping in and out of traffic along Grand Avenue, then ran to Tourmaline Surfing Park and into the surf as officers chased him, San Diego police spokesman Bill Robinson said.

Lifeguards evacuated the beach while police talked to the man, whose identity wasn't immediately known.
