BALTIMORE - Casey Lechter, 23, a Howard County police officer for less than a year, no longer has police powers. Charging documents say Lechter's night in Canton Square ended when he punched a female city officer in the head.

"It was like a horror scene. It was that scary looking," said Ashley Humphress, who works nearby.

The documents say the female officer heard someone screaming "I hate cops," along with expletives. She thought it was coming from Lechter, but another man, Kary Williams, 35, said he was the one shouting.

Williams was told to leave but refused. Police say as he was being placed in handcuffs, Lechter punched the officer in the head and pushed her, trying to prevent the arrest.
