Teen's death prompts Toronto police tactics review

Video shows the officers plea with the teen to drop a knife before ultimately shooting him, which sparked outcry in the city

TORONTO — Toronto's police chief has appointed a retired judge to review police tactics following the fatal shooting of a young man wielding a knife in an empty street car.

The shooting last month was caught on video and posted on YouTube, leading to an outcry in Canada's largest city.

The video shows 18-year-old Sammy Yatim holding a knife inside the street car, with police outside. Yatim goads the officers, who yell, "Drop your knife!" Shortly after, nine shots are fired. A Taser is later used.

Yatim died from multiple gunshot wounds.

Ontario's Special Investigations Unit of Ontario is investigating.

Police Chief Bill Blair said Monday that retired Justice Dennis O'Connor will make recommendations and examine best practices from around the world.
