Ky. suit spurs bill to let cops speed sans sirens

A local legislator has proposed a bill that would allow officers to speed without operating emergency equipment in limited circumstances.
The city of Bowling Green, city police and Officer David Hall are involved in a suit with the family of Allison Carter, a Western Kentucky University student, who died in an April 2006 accident when her car was struck by Hall's police cruiser.
