Rangel, who served in the department's SWAT division, K-9 detail, and Special Operations Unit, was driving his 1994 Pontiac Bonneville early Sunday on Interstate 10 West near Callaghan Road. He had slowed down the car as he approached an accident scene when the vehicle was rear-ended by a 1997 Ford Taurus driven by Simon Feliciano Cordova, 40, of San Antonio, authorities said.
Cordova was initially charged with intoxication assault. The department has asked the Bexar County District Attorney to upgrade the charges to the more serious intoxication manslaughter, a police department spokesman told PoliceOne.com.
Cordova told authorities that he thought he fell asleep, according to the San Antonio Express-Democrat.
Rangel supervised 23 officers at the South Side substation, where the flag has been at half-mast.
The father of 7- and 10-year-olds, Rangel is a San Antonio native who was graduated from Highlands High School in 1970. He attended San Antonio College and served six years in U.S. Air Force intelligence before joining the police academy.
The family has requested that those who wish to make donations may do so to the Greater Alamo Area Chapter of Mothers Against Drunk Driving “(“MADD”), the police spokesman told PoliceOne.com. The address of the Greater Alamo MADD Chapter is 10221 Desert Sands, Suite 103, San Antonio, TX, 78216. The phone number for the local MADD chapter is 210-349-0200.
