Interim chief finds no criminal acts, utility worker was not certified as a reserve officer

WESTMINSTER, S.C. — Westminster officials said Thursday that no criminal acts occurred in the case of a Westminster city employee who was alleged to have acted as a reserve police officer without the necessary certification.

City administrator David Smith said interim Police Chief Mike Crenshaw had completed his investigation involving city employee Zach Swafford and reached that conclusion after discussions with the Tenth Circuit Solicitor's Office.
