NEW YORK — New York City’s police commissioner has outlined a new approach to crimefighting that takes attention off the quantity of arrests and leaves city cops far less open to charges of quota-based policing.

“I want to focus on the quality of police actions, with less emphasis on our numbers and more emphasis on our actual impact,” Commissioner Bill Bratton says in a six-minute video released Monday.

The video, called “Cops Count, Police Matter,” was posted on the website of the Patrolmen’s Benevolent Association — marking the first time in a dozen years that the union has publicized a message from the police commissioner.
