Gunmen with bulletproof vests a recurring problem
Editor’s note: In the article below from the Associated Press, it’s reported that the gunman wore a "bulletproof vest." Leaving aside for the moment the fact that body armor is not "bulletproof," when bad guys are wearing body armor is one instance when the best shot an officer can take is the head shot.
