k-9 left unattended for hours in police van

I have complained to the local police about the mistreatment of a K-9 that is left unattended in the K-9 cruiser for hours. At what point is this barking considered abuse? I want to call humane society for the mistreatment of animals. To me, this animal is not being treated fairly. And the police claim that the dog is young and in training.
