Starting up a K-9 Unit

I'm attempting to convince my Chief to allow me to start a K9 unit for my department. It''s been a goal of mine to handle a pooch since I decided to enter law enforcement. In order for me to get this project off the ground, I''ve basically been told that the only thing my Administrator wishes to have to do is sign on the line. I''m ok with that, as it''s how I''ve affected some changes in the past. That in mind, I work for a very small agency, and in order for me to have a dog I have to be able to transport prisoner''s too, as I very frequently work alone. I''m specifically looking for sources for kennel and prisoner combination inserts. I''ve found that HavisShield makes such a product, but it''s only for Ford Expeditions or Chevy GMC Tahoe Yukon Suburban. I know I''ve seen inserts in other vehicles that have the features I want, but I can''t find the manufacturers. I would appreciate any help in tracking down resourses that could be provided for this topic. And if you have any other information about any aspect of K9 handling, I won''t turn it down, be it policies, kennels, or really cheap Kong toys. I would appreciate information forwarded to my email address, if possible.
