Use of TASER on bound Md. suspect raises questions of policy

Editor's Note — Prisoner transport and restraint expert Gary Klugiewicz says, "Just because the suspect is handcuffed, doesn't mean he's not dangerous." In fact, Klugiewicz says, "I've seen a cuffed person take down three or four deputies. He can still kick, bite, and agitate to the point of causing physical harm."

But keep in mind: "Handcuffed" is very different from "full restraint."
A suspect in full restraint will almost never require the use of a Taser.
