Incidents at Portland Police Department Reported by John "Randy" Butler
Police Officer, Field Training Officer, Tactics Trainer, Use of Force Expert, and Consultant
Traffic Stop SE 58th and Woodstock:
In this incident the officer conducted a traffic stop on a vehicle for a defective muffler. The vehicle was occupied by two males. On approach to the vehicle, the front seat passenger turned and looked over his shoulder as if acquiring a target. The officer shined his TigerLight in the subject's eyes. As he did the subject pointed what appeared to be a handgun in the officer's direction. The officer took immediate cover and the vehicle sped away. The officer pursued the vehicle and during the course of the pursuit citizens called 911 and reported that numerous shots were fired on the route of the pursuit. The subjects eventually ran from the car. The subject was eventually captured during a K-9 track. The officer believes that the reason the subject did not shoot on initial contact was that the TigerLight beam blinded him and that he could not acquire a target.
Subject Contact NE 67th and Glisan:
In this incident an officer made contact with two subjects who had been drinking and urinating on the walls of a local convenience store. The officer responded, and the subjects grabbed a 40 oz beer bottle and threatened to hit the officer in the head and take away his gun and shoot him with it. The officer called for a Taser and a Less Lethal Shotgun. A large crowd gathered and was observing the threats the two subjects were making to the officer. The first responding officer was armed with a TigerLight and the subjects were moving towards the officer. The officer deployed the OC from the TigerLight and both subjects immediately fell to the ground. They were easily taken into custody.
Vehicle Pursuit SE 84th and Raymond:
In this incident an officer attempted a traffic stop on a subject for VBR, and a short vehicle pursuit ensued. The passenger of the vehicle ran from the car armed with an expandable baton. A foot pursuit ensued and the subject turned with the expandable baton towards officers. One of the officers deployed the OC from the TigerLight, and the subject was immediately taken into custody without injury to the officers or the suspect.
Perimeter SE 67th and Schiller:
In this incident officers made contact at a house on a subject that assaulted a police officer in a nearby jurisdiction. The suspect ran from the scene, and a perimeter was established. During a K-9 search the suspect tried to break out of the perimeter and ran into an officer with a TigerLight. The officer was surprised by the sudden appearance of the suspect, but quickly transitioned from the light to the OC. The suspect was hit in the face, turned ran a few feet and fell to the ground and was quickly taken into custody.
Man with a Knife NE 30th and Sandy:
In this incident officers responded to a subject attacking a pastor of a church with a knife. As officers arrived, the suspect ran from the scene. A perimeter was established, and the suspect tried to break out of the perimeter. Responding officers shot the suspect 19 times with a less lethal shotgun, and the suspect was taken into custody. An officer on scene effectively utilized the TigerLights intense beam to stop the suspect from advancing, probably saving the suspect's life and possible injury from lethal fire to citizens in the background.
