Investigative Case Action Plan (ICAP) in Sexual Assault Investigations
When being assigned to a sexual assault investigation the law enforcement investigator should begin the assignment by creating an Investigative Case Action Plan (ICAP). An ICAP is an outline of how the investigator will approach the investigation, the tasks he/she will perform, the order of who will be interviewed, the examination, evaluation, and analyzation of evidence, criminal history of the victim, witness, and perpetrator, etc. All of these tasks need to be documented by the investigator so he/she has a check and balance list which will assist in pursuing if a crime did or didn’t take place. In this video Lawrence W. Daly, Chief Sexual Assault Investigative Educator for the One Daly Corporation raises several issues surrounding the reasons and utilization of the ICAP in a sexual assault investigation.
