Creating an Outdoor Range

How do I go about trying to purchase items for an outdoor range for my agency? Where do I start? What do I look for? Our department is comprised of about 20-25 sworn officers. Our next county over has a nice outdoor range, but I''m afraid to over there and ask. Due to that past history. I've policed for 10 years; 6 in NYPD and 3 in Atlanta. I''m a real go-getter and believe in training. I need some advise and some help.
