Managing Your Patrol Fleet

Just wondering how other agencies are managing their patrol fleet. Our agency recently decided to take away some of the newer, lower mileage cars from supervisors and put them back into the shift rotation. The supervisors were then given the older, high mileage cars. The thinking from the top is that this will prolong the life of the older cars because the supervisors don''t put as many miles on them and give the officers better running, low miles cars to start racking up the miles on. I don''t understand the logic of this and would appreciate any help or advice. It seems to me that this will cause us to need to rotate out many old cars for brand new ones all at once, instead of being staggered as it is now. I may make a proposal to the Chief to delay or reverse this order but need some stats or expert opinions to help my cause.
