Police cutbacks rock Michigan DETROIT — Michigan's law enforcement agencies are fighting crime with about 1,800 fewer police officers than in 2001, and the consequences are showing up on city streets and country highways.

Violent crime is up in some areas, but arrests are down in part because police departments can't keep up with the increased workload.
