Personal recording devices

We are trying to research whether we should allow our officers to wear thier own personal recording devices while on duty. The issues we are struggling with are chain of custody, who owns the recordings, and how to maintain integrity of the evidence. We have adivsed our officers not to use thier own cell phones to record or take pictures becuase thier phones would then become discoverable. Wouldn't we have the same issue with a personally own video recorder?
