Catching offenders, proving operation and intoxication is difficult in many cases

PALM BEACH CTY., Fla. — Joseph Vinsky remembers the anxiety that filled him as his voice mail played urgent messages from his parents and — more troubling — the Palm Beach County Sheriff's Office.

It was the morning of Feb. 14 when Vinsky, 41, of Allentown, Pa., learned that a 2004 Jeep Liberty had struck his older sister, Paula Vinsky, as she walked along Calamondin Boulevard in Loxahatchee the night before.
