Rick Wall is a retired Police Captain from the Los Angeles Police Department. He developed the Crisis Response Support Section and oversaw the Mental Illness Project, which was focused on reducing violent encounters between the police and persons with mental illnesses. In 2007, he testified before the United States House of Representatives, Committee on the Judiciary, on the “Impact of the Mentally Ill on Law Enforcement” and has served on advisory boards of the International Association of Chiefs of Police (IACP), Police Executive Research Forum (PERF), and numerous other organizations.
