HEBRON, Ky. — Dash cam footage of a fatal officer-involved shooting has been released.
According to the Cincinnati Enquirer, Deputy Tyler Brockman shot 19-year-old Samantha Ramsey on April 26 as she drove away from the officer, who was on the scene investigating a party.
Deputy Brockman originally responded to the scene to investigate a report of a possible vehicle crash in the area. As Brockman arrived, he saw vehicles filled with juveniles driving away from the scene of the reported accident. After hearing loud music and inquiring about the high volume of 2 a.m. traffic from pedestrians and drivers, Brockman was informed of the field party and called for backup.
As a responding officer escorted pedestrians to their vehicles over safety concerns, Brockman continued toward the party. As he arrived at the driveway leading to it, he parked his cruiser, and checked on the sobriety of incoming drivers. It was then that Brockman turned his attention toward Ramsey’s vehicle.
Ramsey appeared to have glassy eyes and made lethargic movements, according to the report. Instead of stopping as Brockman walked next to her car, she sped up. A police report states that Ramsey then began to accelerate, striking Brockman and throwing him onto the windshield.
In fear for his life, Brockman fired four rounds, killing Ramsey.
Boone County Sheriff Michael A. Helmig has asked the Kentucky State Police to investigate the incident.
Ramsay has had a previous run-in with the law. She and was sentenced to a 120-day license suspension in April 2013 for intoxicated driving after pleading guilty before blood test results were placed into court records. One of the three passengers in her vehicle during the fatal shooting incident also had an outstanding warrant.
