As the Lieutenant, Operations and Training, you will be responsible for proactively aiding the Associate Vice President, Public Safety, in managing all aspects of department operations. Primary responsibilities include identifying and implementing effective recruitment strategies and managing the recruitment and hiring function for professional staff positions in order to attract and retain qualified personnel; managing the employee orientation process; coordinating professional development initiatives; recommending and implementing strategies, processes and programs in support of College and department objectives. You will represent the AVP and the department in the AVP's absence.

The ability to proactively identify needs with respect to Human Resources functions and implement process improvements is essential. Excellent customer service, communications, problem solving and decision making skills are also required. The ability to form positive and productive working relationships with colleagues is required.

Major duties and responsibilities include, but are not limited to, the following:

  • Supervises the daily operations of the Department. Responsible for the safety of those who work, visit or traverse the property owned by the College.
  • Supervises the shift sergeants to ensure they have all the necessary resources to perform their duties.
  • Creates the work schedule for all employees within the department.
  • Develops training standards and manages departmental training. Oversees the implementation of training goals, objectives and policies. Provides positive motivation for employee performance. Identifies and resolves staff deficiencies and initiates discipline procedures.
  • Administers the Accreditation process. Reviews and evaluates work products, methods and procedures to ensure compliance with applicable federal, state and local laws, codes and regulations. Ensures safe work practices, quality and accuracy.
  • Acts as liaison to internal departments of the College and outside agencies in joint police and public service operations in conjunction with the AVP. Some of these agencies include the Lancaster Bureau of Police, Manheim Township Police, District Attorney's Office, Lancaster Chiefs of Police, etc. Participates with community relations including public, media and press relations. Serves as department representative on various boards, commissions and committees as needed.

The Department of Public Safety is accredited by the Pennsylvania Law Enforcement Accreditation Commission (PLEAC).

Requirements:

  • High School Diploma or equivalent is required; Bachelor's degree is preferred.
  • At least 5 years of police experience is required; prior College/University experience preferred.
  • Pennsylvania Act 120 Municipal Police Training Commission Academy certification in accordance with PA law OR have the MPOETC- Out of State Certification OR currently meet all qualifications for the MPOETC- Out of State Certification Exam.
  • Supervisory and command level experience is required.
  • Clery Act experience or knowledge is preferred.
  • Strong leadership skills to ensure that the department's policies and procedures are being followed.
  • The ability and willingness to provide excellent service and to work in a collegial manner with students, faculty and staff, and other constituencies is essential.

Because this position requires driving for College business, the successful candidate must possess a U.S. or Canadian driver's license which has been valid for at least two years, have a driving record that is free from excessive motor vehicle violations within the last three years, and have had no convictions in the last 24 months for driving under the influence of alcohol or drugs.

Employment is contingent upon a successful completion of reference checks, criminal background check, including a criminal record check, physical fitness evaluation, pre-employment drug screen and psychological profile. Candidates must be able to qualify with a department issued firearm. The College will coordinate these verifications.
