Job Description

GENERAL SUMMARY: Administers comprehensive human resources programs for the Ada County Sheriff’s Office; serves as an advisor on human resources matters; supervises human resources staff; and performs related duties as required. The position is located in the Administrative Services Bureau of the Ada County Sheriff's Office. ESSENTIAL FUNCTIONS: Administers and maintains a comprehensive human resource (HR) program for the Ada County Sheriff’s Office; Provides oversight to Sheriff’s Office recruitment and hiring and official personnel files; Coordinates the Sheriff's HR and interpersonal skills training programs with the Sheriff’s Office Professional Standards Unit, County HR, and Organizational Development Departments; Advises management and employees regarding rules and regulations, policies and procedures, employment status, pay, leave, and benefit programs; Provides oversight to the Sheriff’s Office employee retention activities, including reviewing entry, mid-point, and exit interviews as well as turnover reports; Ensures compliance with state and federal laws, regulations, and County policies; Directs and supervises HR staff, including mentoring, performance management and achievement of division and department goals; Works directly with Sheriff, Executive Staff, and mid-level management to address HR needs and resolve issues; Works with the Employee Benefits and Risk Management teams on collaborative projects and overlapping areas of concern; Works with Sheriff’s Legal Advisor and managers to respond to EEOC and IHRC charges; Develops and administers the HR budget and monitors expenditures; Determines short and long-term division goals and objectives and participates in strategic planning for the Administrative Services Bureau; Provides and coordinates employment references on current and former employees; Conducts supervisory and management training on supervision and compliance; Designs and oversees the execution of promotional testing including assessment centers; Recommends placement of employees during periods when normal field assignments are not appropriate; Conducts wage surveys; Provides advice to management in developing and carrying out an effective employee relations/discipline program; Conducts reviews of the HR program and makes recommendations for improvement of the Sheriff's HR program; Writes or compiles written departmental regulations as needed; and Directs the preparation and processing of all personnel forms involving personnel actions. ADDITIONAL FUNCTIONS: Participates in interview panels for key management positions; Performs related duties as required.

  • Experience: 5-7 years
JOB REQUIREMENTS: Bachelor’s degree in HR Management, Business Administration, Organizational Development or a related field AND seven (7) years experience in HR or Organizational Development OR a Master’s degree AND five (5) years experience; Minimum of three (3) years of supervisory or management experience; Professional certification of PHR or SPHR preferred; Knowledge of best practices and principles of HR management and administration; Knowledge of applicable employment laws and regulations, including ADAAA, FLSA, FMLA and Title 7 of the Civil Rights Act; Knowledge of the principles and practices of recruitment, classification and compensation, employee relations, organizational development and performance management; Knowledge of effective employee supervision and motivation; Knowledge of personal computers and various Microsoft Office products; Skill in communicating with culturally diverse populations; Ability to interpret policies and procedures and explain complex information to others; Ability to compile data and information for reports, compose letters and memoranda, and make presentations in group settings; Ability to communicate effectively verbally and in writing and exercise tact and discretion; Ability to mediate disputes, deescalate issues, and affect change; Ability to maintain confidentiality of sensitive employee issues and records; Ability to work under own initiative and utilize a significant amount of independent judgment; Ability to effectively lead and manage others; Ability to work with Sheriff’s Office management team, individuals within Ada County, employees, vendors and the public; and Ability to work as part of a team to accomplish agency, bureau, and division goals. OTHER REQUIREMENTS Must complete a polygraph and background check prior to entrance on duty; This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing. WORK ENVIRONMENT AND PHYSICAL DEMANDS Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions; May be required to lift up to 20 lbs.; Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
