Job Description

JOB SUMMARY: This position is responsible for participating in the operations of the 911 Communications Center. An incumbent in this position may be designated “Senior Communications Officer.”

MAJOR DUTIES:

  1. Answers 911 calls; monitors and transmits messages concerning police, fire, and rescue

emergencies.

  1. Receives information, questions, and calls for service.

  2. Evaluates emergency situations and develops solutions in a timely manner.

  3. Monitors alarm systems for businesses, homes, and city agencies.

  4. Records, classifies, and maintains records of all communication.

  5. Sends and receives information via computer terminals.

  6. Prioritizes calls and dispatches appropriate units.

  7. Communicates with police, fire and rescue, other law enforcement agencies, emergency service provides, and the general public through multi-line telephone and radio systems.

  8. Enters warrants, wanted persons, missing persons, and stolen property information to state and national databases.

  9. Retrieves information from state and national databases.

  10. Sends and receives a variety of law enforcement reports, warrants, and information.

  11. Completes and maintains logs of police, fire, and rescue calls.

  12. Monitors closed circuit television cameras.

  13. Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  1. Knowledge of emergency communications principles and practices.

  2. Knowledge of the operation of computers, radio systems, telephone systems, and weather alert systems.

  3. Knowledge of police radio communication standards.

  4. Knowledge of personal computers for use in word processing and electronic communications.

  5. Skill in the supervision of personnel.

  6. Skill in oral and written communication.

  7. Skill in the operation of Communications Center equipment and technology.

SUPERVISORY CONTROLS: The Communications Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES: Guidelines include the local, state, and federal laws and city policies and procedures. These guidelines are generally clear and specific, but may require some interpretation in application.

COMPLEXITY: The work consists of related emergency communication duties. The need to respond quickly and professionally to emergency situations contributes to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to participate in the operations of the 911 Communications Center. Successful performance in this position contributes to the enforcement of laws and the safety of area citizens and property.

PERSONAL CONTACTS: Contacts are typically with other city personnel, representatives of other law enforcement agencies, emergency management professionals, other emergency response agencies, vendors, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.

WORK ENVIRONMENT: The work is typically performed in communications center.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.

MINIMUM QUALIFICATIONS:

  1. Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

  2. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

3.Possession of or ability to readily obtain VCIN/NCIC certification.
