DEKALB COUNTY, Ga. — A fire captain and fire department employee face an internal investigation after a their false report claimed a police officer created a sense of fear and cussed them out during a traffic stop.

Fox 5 Atlanta reported that DeKalb County Fire and Rescue Capt. Terrell Davis was pulled over by Stone Mountain Police Sergeant Stephen Floyd for an expired license plate. Capt. Davis name-dropped Dr. Cedric Alexander, the county’s public safety director, when Sgt. Floyd conducted the stop.

“Do I need to call my chief or supervisor, your chief or Dr. Alexander?” Capt. Davis asked.

Dr. Alexander, who oversees the police and fire departments, said a full investigation is now underway.

“The conduct of their behavior is unbecoming of any employee,” Dr. Alexander said. “It was unprofessional; it did not warrant them using my name by any regards whatsoever.”

During the stop, Sgt. Floyd also met Krystal Cathcart, another DeKalb Fire and Rescue employee. Both claimed Floyd was unprofessional, belligerent and cussed them out.

Cathcart was the one who filed the complaint against Sgt. Floyd, but didn’t know he had a dashboard camera on his car and a body camera on his chest. The complaint and video told different stories.

The police department showed the video to Cathcart, who later changed her story and recanted the error of Sgt. Floyd.

“It’s going to receive a full investigation into allegations that were made by DeKalb employees to Stone Mountain officer who was doing their job,” Dr. Alexander said.

The internal investigation could lead to a criminal investigation.
