PORTLAND, Ore. — By all accounts, Bill Hakim was one of those solid cops with plenty of experience and sound judgment who other police officers depend on to make a tough decision, especially on the bomb squad.

It makes his death in a bomb explosion at a small town bank all the more shocking and puzzling to the law enforcement community he served as a senior trooper for the Oregon State Police.
