The Hampton Police Department shared the letter with the public via Twitter.
The arrests were a result of a group of about 20 people blocking the entrance to a gate at Langley Air Force Base.
The protest occurred as about 200 airmen returned to the base after a nearly four-month deployment to Kadena Air Base in Japan, WAVY reported.
